According to reports, West Bengal was the only state which did not take part in the Union Urban Development Ministry's Swachh Survekshan Survey 2017. This comes after West Bengal CM Mamata Banerjee had opted out of the mission, claiming her government cannot 'burden' the people with additional taxes on water and other civic amenities.
