The Election Commission of India has reportedly appointed its director (expenditure) Vikram Batra as the special chief electoral officer for the upcoming by-poll at RK Nagar constituency. According to reports, the electoral body made this announcement on Thursday after it received several complaints about the distribution of money to voters.
