Moscow police on Monday arrested a 38-year-old woman for allegedly decapitating a 4-year-old child in her care and waving its head on the city streets. The woman was reportedly shouting “I am a terrorist. I hate democracy”. She allegedly killed the child and set fire to the apartment.
