A police head constable from Chandigarh, who was caught on camera talking on on phone while riding a bike, slapped a man who questioned him for not obeying traffic rules. The man uploaded the video on twitter and it got the attention of congress leader Manish Tewari, who ordered DCP of Chandigarh to suspend the cop.
