The birth certificate of Harpreet Singh from Ludhiana shows that he was born on February 30, 1995 when his actual date of birth is February 20, 1995. The certificate issued to by the Ludhiana civil surgeon office is signed by three officials of the health and family welfare department, Punjab government, including the upper district registrar. Singh claims that he couldn't appear for Class 12 exams or apply for a passport due to the mistake.
