Sir Cyril Radcliffe, who was commissioned by the British to allocate territories for India and Pakistan at the time of partition, had first allotted Lahore to India. Speaking about the partition, Radcliffe said that he drew the line on a normal India map. It was only when his assistant pointed out that Pakistan did not have a major city that Lahore was allotted to the country. Further, he also confessed that he couldn’t do a better job as the time at his disposal was so short.
